I. USE OF SCHOOL FACILITIES

I A. Policy on Use (3/2/89)

I A 1. The public school buildings, facilities and grounds are provided primarily for the programs of the School City of Hobart.

I A 2. Hobart school programs will have priority use of all school buildings, facilities and grounds.

I A 3. In order to maximize public use of these facilities, the board will allow and encourage non-school use of these facilities in accordance with adopted rules and regulations.

I A 4. The school administration shall promulgate and shall from time to time review regulation and fee schedules for non-school use recognizing that school-related programs and community-sponsored programs will take precedence over non-community, commercial or private programs.

I A 5. Rental fee schedules must approximate fixed costs to the school corporation of rental use including custodial costs, otherwise the school corporation will be required to underwrite costs of non-school programs and fewer funds will be available for the educational needs of the corporation.

I A 6. Fees assessed for use by non-community, commercial or private groups will exceed fixed costs of the school corporation.

I A 7. The administration has the authority to grant rental fee waivers only if non-school use directly benefits or relates to the corporation, provides scholarships or financial aid for students or involves community (youth) activities, or if a group suffers extenuating circumstances. No waiver will be granted for custodial costs, lifeguards or supervisors, and no waiver will be granted for the use of High School Auditorium or Brickie Bowl. The board will hear appeals of waiver denials.

I A 8. School-approved or school-sponsored organizations will not be subject to the fee schedule, however, the designation of an organization as school-sponsored or school-approved must be made by the superintendent or his designee (assistant superintendent for business). Annual designation as a school approved organization is required.

I A 9. AGREEMENT - SCHOOL CITY OF HOBART AND THE PARK AND RECREATION BOARD

I B. Procedure

I B 1. Contract for Use

I B 1 A. The use of all school facilities for any purpose whatsoever shall be initiated by a responsible member of the organization requesting the permit through the building principal of the desired facility. All information asked for on the permit application must be supplied.

I B I B. The building principal will supply the application form. The building principal's signature on the application indicates only that the request date does not conflict with the educational program of the school.

I B I C. The application is then presented to the superintendent of schools who shall act on the application as to action taken. Application shall be presented to the superintendent at least ten days before the requested date.

I B I D. Requests for use of facilities by organizations whose headquarters or majority of membership are not within the City of Hobart shall be referred to the Board of School Trustees for consideration.

I B I E. Upon the application by the superintendent or Board of School Trustees, the applicant is obligated to adhere to the conditions, rules, and regulations concerning the use of requested facilities and to pay within two weeks after the permit date any fees that might have been stipulated on the permit.

I B I F. Approved permit applications are filed with the director of buildings and grounds, the building principal, the superintendent's office and a summary report is to be given to the Board of School Trustees at regular board meetings.

I B 2. Use of Pool

I B 2 A. Individual admission for open swimming
I B 2 A1. Each person (adult or child) shall be charged $0.50 per time period whether it be for one (1) or two (2) hours.

I B 2 B. Rental of Pool

I B 2 B1. Rental of the pool for moneymaking purposes is strictly forbidden.

I B 2 B2. School Organizations or Groups: No charge except for necessary pool personnel, supervisor and lifeguards.

I B 2 B3. School Age - Non-School Organizations: (4-H, Scouts, Swim Clubs, P.T.A., P.T.O): $2.00/hour plus necessary pool personnel, supervisor and lifeguards.

I B 2 B4. Non-School Organizations or Groups: (Service Clubs, Church groups, Aquatic Clubs, etc.): $20.00 per hour up to fifty (50) persons, plus necessary pool personnel, supervisor and lifeguards. $25.00 per hour from fifty-one (51) to one hundred (100) persons plus necessary pool personnel, supervisor and lifeguards.

I B 2 B5. A school supervisor and lifeguard(s) must be present at all times.

I B 2 C. Rental Information - Acquiring Permission for Use of the Pool

I B 2 C1. Organizations desiring to make use of the pool shall make application for doing so by filling out an "Application" which may be obtained from the Pool Director's Office at Hobart Senior High School.

I B 2 C2. When the application is approved, it shall be signed by a responsible adult representing the organization applying for use of the pool and by the Pool Director.

I B 2 C3. The fee to be paid for use of the pool shall be paid in full at the time of the application.

I B 2 C4. The original copy shall be presented to the person making the reservation and paying the fee upon approval of the application.

I B 2 C5. The original copy shall be given to the supervisor in charge of the group when the group is admitted to the building to make use of the pool.

I B 2 C6. All requests for pool use are to be submitted to the Pool Director. The pool is not to be used without the knowledge and approval of the Pool Director.

I B 2 C7. Cancellation will result in forfeiture of payment if cancellation is made three (3) days or less from scheduled date.

I B 2 C8. The School City reserves the right to prohibit any person from using the pool for justifiable reasons, i.e., age, physical disability, or conduct.

I B 2 C9. This agreement to rent the Hobart Senior High School pool entitles your club or organization to maximum use of the pool facility. The School City of Hobart will furnish all the qualified personnel to insure your organization a safe enjoyable swim.

I B 2 C10. Proof of liability insurance coverage will be provided by the renter prior to use of the facilities. The amount of the required insurance shall be $100,000/$300,000 personal injury liability and $100,000 property damage liability.

I B 2 D. Time Schedule

I B 2 D1. The building and dressing room area shall be opened fifteen (15) minutes prior to the time scheduled to swim.

I B 2 D2. The building and dressing room shall be evacuated fifteen (15) minutes after the conclusion of the scheduled pool time.

I B 2 D3. Minimum length of rental for pool - one (1) hour.

I B 2 D4. Maximum length of rental for pool - two (2) hours unless approved by the Pool Director.

I B 2 E. Chaperones

I B 2 E1. Girls groups of age 18 or younger shall be accompanied by a responsible adult female chaperone.

I B 2 E2. Boy groups of age 18 or younger shall be accompanied by a responsible male adult chaperone.

I B 2 E3. Mixed groups at age 18 or younger shall be accompanied by male and female adult chaperones.

I B 2 E4. Groups numbering from one to fifty (1-50) shall have two (2) chaperones present; from fifty-one to one hundred (51-100) four (4) chaperones shall be present.

I B 2 E5. The chaperones shall be present before admitting any of the swimmers into the building.

I B 2 E6. The chaperones, or in the case of adult groups, the one in charge, shall upon entering the building, present the person in charge of the building with the reservation blank that will be supplied at the time the reservation is made.

I B 2 E7. Chaperones must be in the locker rooms whenever a member of their group is in the locker room.

I B 2 F. Lifeguards

I B 2 F1. Mixed groups using the pool shall have male and female lifeguards.

I B 2 F2. The school shall furnish all lifeguards and the supervisor which are included in the rental cost.

I B 2 F3. All persons using the pool shall comply with the lifeguards' request(s) immediately and completely.

I B 2 F4. Lifeguards shall not be permitted to provide swimming or diving instructions to swimmers.

I B 2 F5. Groups of fifty (50) swimmers or less shall be provided with two (2) lifeguards.

I B 2 F6. Groups of fifty-one to one hundred (51-100) swimmers shall be provided with four (4) lifeguards.

I C. Rental Policy and Fees (Insurance)

I C 1. A school custodian(s) (appointed by the director of buildings and grounds) must be on duty during the hours the facility is used. When custodial fees are charged, the hours counted shall be from the time the custodian opens the door until clean-up is completed.

I C 2. If kitchen facilities are requested, a kitchen supervisor shall be assigned by the school lunchroom division. Fees shall be charged from the time the kitchen is opened until clean-up is completed. It shall be the sole duty of the supervisor to supervise, not to prepare or serve food. The clean-up is the responsibility of the organization using the facility.

I C 3. The use of the building and equipment shall be strictly confined to that designated on the permit. The school representative (custodian, kitchen supervisor, or others in charge) shall have immediate authority in any manner concerning the use of facilities.

I C 4. All permits issued are subject to cancellation with or without due notice for any reason school officials may deem in the best interest of the schools and/or community.

I C 5. Gambling, use of or possession of intoxicants or drugs within or withon school property is specifically prohibited, in conformity with State Fire Marshall regulations, smoking is also prohibited. Obscene or indecent language is also prohibited.

I C 6. No furniture or equipment (including pianos, stage equipment, athletic equipment, audio-visual equipment) shall be used or moved unless specifically requested on the Permit or approval received from the principal.

I C 7. Liability -- The renter agrees to save and hold harmless the School City of Hobart and agrees to assume responsibility for all liabilities arising incident to the occupancy of the facility, it being understood and agreed that the school corporation assumes no obligations respecting the use of such premises.

I C 8. The use of specialized equipment such as stage lighting, scenery, curtains, projectors, public address systems, bleachers, etc., shall be permitted only when operated by school employees or other persons authorized by school officials. The cost of operators of this equipment in the Senior High School Auditorium is included in the rental fee.

I C 9. No signs, displays or materials may be attached to or nailed against the walls, window glass, woodwork, draperies, blinds, grounds, drives, etc., without the express approval on the permit or consent of the school principal.

I C 10. Concession and checkroom rights are reserved by the school, unless otherwise stipulated.

I C 11. When the attendance or other conditions require the use of police, firemen, or parking attendants, the renter shall assume full responsibility for their assignments and pay for their services.

I C 12. Fire Safety and Decorations

I C 13. Gymnasium Floors -- No materials are to used on floors. Proper rubber soled gym shoes must be used for games or athletic contests on gym or activity room floors.

I C 14. Non-school organizations are not permitted to sell tickets or merchandise to students while students are under school jurisdiction.

I C 15. A certificate of public liability insurance covering the event (if held in the junior or senior high school gymnasiums or in the auditorium or at the request of the superintendent) must be secured and on file in the superintendent's office before permit for use of these facilities is signed by the superintendent. Insurance coverage required: $100,000/$300,000 personal injury liability; $100,000 property damage liability.

I C 16. The planned program must be suited to the requested and/or available facilities.

I C 17. The activity must be under competent adult supervision and/or leadership. The school officials reserve the right to judge the adequacy of such supervision and to immediately cancel any function judged not to be adequately supervised.

I C 18. There shall be no charge for custodial services for student school organizations or related school groups (PTA, Band Parents, Adult Boosters, etc.) if the event is held at a time a custodian is normally on duty in the building.

I C 19. Facilities are to be vacated by 10:30 p.m. (except for special school affiliated groups which have prior approval for a later time).

I C 20. Private use of buildings, such as weddings receptions, parties, showers, etc., will not be permitted.

I C 21. The number of custodians and/or supervisors needed will be determined by the Director of Support Services or his designee.

Effective January 1, 1989, for a custodian on duty when a building is used on a weekend, holiday or beyond the regular work shift, custodial fees are to be charged in addition to the rental fees and figured on the basis of the hourly rate times a factor of 1.725 (includes time and one-half of the hourly wage rate and FICA and PERF).

1. Reference Column 1: Where usage exceeds 1500, an additional fee of $2,000 will be assessed. In the case of the Auditorium, if the Lecture Rooms must be opened, an extra fee of $1,000 will be charged.

3. * = Special Seasonal Contracts (ten weeks or more for an indoor facility or four weeks or more for an outdoor facility) shall be granted a session rate on the total rental contract.

I D. Emergency Use (adopted 8/31/96)

The Superintendent or designee may make school facilities available to the community, without fee, in case of emergency or catastrophe.

II. OPERATION & MAINTENANCE OF PHYSICAL PLANT (Cleaning)

PROTECTION OF SCHOOL PROPERTY

It is the duty of each school employee to safeguard and protect the properties of the school corporation. Care shall be taken to see that windows and doors are properly secured before leaving the school buildings at the close of the day. Children shall be instructed in regard to the proper use of textbooks and supplies and respect for public property. In case of damage to school property over and above normal wear, the individual shall be required to pay the damages.

III. USE OF SCHOOL EQUIPMENT (Sale or Trading of School Supplies or Equipment)

III A. School property such as chairs, tables, etc. will be loaned only for civic purposes or to non-profit community organizations. Organizations using school property are responsible for picking up such property, and returning it on the first week day following usage, in as good a condition as when received, normal wear being expected.

III B. School trucks, power mowers, shop equipment or machines are for use only by school personnel for school purposes. Visual aid equipment such as motion picture machines, motion picture screens, film strip machines, opaque projectors or any sound equipment, such as wire recordings, public address systems, etc., shall not be used by any group other than school personnel for school purposes without special permission from the office of the principal of the school and/or the Director of Support Services and only then under the condition that it shall be operated by those especially trained to operate same.

III C. Band instruments and other music equipment owned by the School City of Hobart shall not be loaned to any outside organization, except that a public school music student to whom equipment has been loaned may use it in other amateur groups within the city, when there is no conflict with the public school music activities. No student may use a school owned instrument for professional purposes.

III D. Printing and duplicating equipment is not to be used for other than educational purposes, except by school clubs, Parent-Teacher organizations, and other groups affiliated with the public schools.

III E. No supplies or equipment owned by the School City can be sold or traded without the approval of the Board.

The board must consider the naming at two meetings, which may not be held on the same day, before voting to affirm or deny such request.

IV E. Duration
Facilities so named shall retain that name so long as the use of the facility remains similar to the use at the time of the naming.
