1.The determination and administration of school policy, the operation of the schools, and the direction of employees are vested exclusively in the Board of School Trustees of the School City of Hobart which is a legally constituted body for that purpose.
2.The school employer, on its own behalf and on behalf of the citizens
of this school corporation, hereby retains and reserves unto itself, all
power, rights, authority, duties, and responsibilities to manage and direct
the operations and activities of the School City of Hobart to the full
extent conferred upon and vested in it by the laws and Constitution of
the State of Indiana, and the United States, except as expressly limited
by this Agreement, including but not limited to the right of the school
employer:
B. To establish policy;
C. To hire all employees, to direct their work, to determine their retention, to determine their qualifications and conditions for their continued employment; and to promote and transfer and assign all such employees, all as deemed necessary or advisable by the school employer.
D. To suspend or discharge its employees for good and just cause;
E. To determine and from time to time redetermine the principal location, relocation and types of its operations, and the methods, processes and materials to be employed;
F. To make and enforce reasonable rules;
G. To maintain the efficiency of school operations;
H. To relieve its employees from duties because of lack of work or other
legitimate reasons and to take actions necessary to carry out the mission
of the public schools and the school corporation as provided by the law.
